Notice

In October, the Office of Licensing of the Utah Department of Human Services issued a Notice of Agency Action to place the license of Heart and Soul Adoptions ("Heart and Soul") on conditional status. That notice presented several significant issues and is being taken very seriously by Heart and Soul. Heart and Soul disputes many issues raised by the Notice.

A Notice of Agency Action is only the first step towards action on an Agency's license. This Notice was issued without the Office of Licensing receiving input from Heart and Soul. The rules governing the Office of Licensing allow Heart and Soul to request a hearing related to the Notice. Heart and Soul has made such a request. Counsel for Heart and Soul has also been engaged in discussions with counsel for the Office of Licensing regarding some of the issues presented in the Notice. Heart and Soul is optimistic that through discussion, the issues raised by the Notice can be fully resolved.

As this Notice is going through the process of discussion and hearing, Heart and Soul continues to operate. It continues to be licensed by the State of Utah to place children for adoption. It continues to serve is clients and seek out the best interests of children entrusted to it.
